. now, basically what the deal involves is that civil rights attorneys and the city of oakland have agreed to a deal. they did so in federal court that would prevent the federal receivership of the oakland police department. the court documents outline a settlement that still has police reform an oversight just not by the department of justice. the agreement must be approved by the federal judge currently overseeing the case. instead of receivership attorneys, lawyers are calling -- instead of receivership, excuse me, lawyers are calling the deal receivership light. the department would be overseen by someone called a compliance officer. that person would then report back to the judge. ktvu's john was inside that room there where that press conference just ended moments ago and he's been following this story. john, take it from there. >> all right, frank, yeah, they just wrapped up this press conference about one minute ago literally. they just walked out. they're do ago town hall meeting on crime in oakland and we first had to talk about this receivership issue and the settlement w

tsunami last night. today's quake measured a magnitude 7.3. a tower camera captured the entire city shaking. a few people were hurt but there were no reports of any major damage. a tsunami warning was called off after two hours after the quake hit. there have been numerous after shocks since then some as large as 6.2. >>> we will find out if the supreme court will take up on proposition 8. the justices will meet again this morning to decide which cases they will rule on in the coming months. as with last week, if prop 8 is on the list today, a ruling would likely come sometime in june. if prop 8 is not on the list the waiting game will continue until the next supreme court conference which is scheduled for january. >>> many economists are predicting employers added fewer than 100,000 jobs last month. some think it was fewer than 50,000. that would be far below the 171,000 created in october. the unemployment rate is expected to remain at 7.9%. concerns about the fiscal cliff are not hurting president obama's approval rating. it's now at 57%. that's the highest rating since may of 20
